Review

All scientific articles submitted to the editorial office of the journal "Intelligent Transport" undergo mandatory single-blind peer review (authors do not know the reviewer). Reviewers may use the template recommended by the Editorial Office (Appendix No. 2 to the Journal Regulations) or submit a review in free form, provided it contains all necessary information.
Peer review of articles is carried out by members of the Editorial Board and invited reviewers – leading specialists in the field corresponding to the topic of the article. The decision on selecting a particular reviewer for the assessment of a manuscript is made by the Editor-in-Chief or their deputies. The review period shall not exceed 2 weeks.
Each reviewer has the right to decline a review in the event of an obvious conflict of interest affecting the perception and assessment of the manuscript materials. Following the review of the manuscript, the reviewer provides reasoned recommendations on acceptance/rejection of the manuscript:

  • Accept the article as presented;
  • Accept the article with minor revisions without re-review;
  • The article requires revision with a repeated reviewer opinion on the possibility of publication;
  • The article must be substantially revised with re-review;
  • Reject the article.
If the review contains recommendations for correction and revision of the article, the journal's editorial office sends the author the review text with a proposal to take them into account when preparing a new version of the article, or to refute them with substantiated arguments (partially or fully). The revision of the article should not take more than 1 month from the date the electronic message is sent to the authors regarding the need to make changes. The revised article is sent for re-review.
If irresolvable contradictions arise between the author and the reviewers regarding the manuscript, the editorial board may send the manuscript for additional review. In conflict situations, the decision is made by the Editor-in-Chief at a meeting of the Editorial Board.
After the Editorial Board of the journal decides to admit the article for publication, the Editorial Office informs the author thereof and specifies the publication timeline. The Managing Editor sends the author(s) the prepared License Agreement (Appendix No. 3 to the Journal Regulations), one signed copy of which remains with the author, and the second is kept in the Editorial Office. The License Agreement is concluded between the Company (on behalf of the Company by the Managing Editor under a power of attorney) and the author(s), primarily by e-mail, with scanned signatures of the parties in PDF format. Assignment of the License Agreement number is carried out in accordance with the approved Nomenclature of Cases of the Company.
Should authors decline to revise their materials, they must notify the editorial office in writing of their refusal to publish the article. If the authors do not return the revised version within 2 months of the date the review was sent, including in cases where no communication has been received from the authors regarding their refusal to revise the article, the editorial office removes it from consideration. In such situations, the authors are sent a corresponding notice of removal of the manuscript from registration due to the expiration of the revision deadline.
The decision to reject a manuscript for publication is made at a meeting of the Editorial Board in accordance with the reviewers' recommendations. An article not recommended for publication by the Editorial Board decision shall not be reconsidered. The notice of rejection is sent to the author by e-mail.
Original reviews are kept in the journal's editorial office for 5 years. Upon receipt of a request from the Ministry of Education and Science of the Russian Federation or the Academy of Sciences, the editorial office provides the necessary copies of reviews.
